Claro is a color, not a country. It sits on the light end of the wrapper scale: tan, light brown, often associated with shade-grown Connecticut leaf, though other origins can finish claro as well.
Light color does not mean light smoke. A claro wrapper over a ligero-heavy bunch is still a strong cigar with a pale coat. The word tells you what the cigar looks like in the box.
Next to it on the traditional scale are colorado claro, colorado, colorado maduro, maduro, and oscuro. Factories do not all draw those lines in the same place. Trust the leaf, not the crayon name.
