Claro is a color, not a country of origin. It is at the light end of the wrapper color scale: tan or light brown. It is often associated with shade-grown Connecticut leaf, although wrappers from other places can also be claro.
A light color does not mean a mild smoke. A claro wrapper over a bunch with a lot of ligero is still a strong cigar, just with a pale wrapper. The word only describes how the cigar looks.
Next to claro on the traditional color scale are colorado claro, colorado, colorado maduro, maduro, and oscuro. Not all factories divide these colors in the same place, so judge by the leaf itself rather than by the name.
