Volado is the leaf nearest the ground. It sees less sun, stays thinner, and lights more easily than the primings above it. In the bunch it is the pilot light: the leaf that helps the cigar stay lit when ligero would rather smolder.
It is not tasteless, but it is not the star. A cigar made of nothing but volado would burn and not say much. A cigar with no volado can be a chore to keep going, especially in a large ring gauge. Factories sort it as carefully as the prettier grades because a bad combustion leaf ruins an expensive wrapper.
Viso sits above it; seco above that. The ladder is agricultural, not marketing.
