A Cuban cigar is tobacco from Cuban farms, rolled in Cuban factories. That is the whole definition that matters. Cuban seed leaf from Estelí is not a Cuban cigar. A Miami roller using leftover pre-embargo bales in 1963 was making an American cigar with Cuban leaf — a historical footnote, not a current category.
